Add forum announce module

Fjen Undso requested to merge forum-announce into master

Schnell mal hingeschrieben und ungetestet. Sollten aber soweit alle notwendigen Checks drin sein. Hardcoded "#inf" Channel könnt man noch in eine Config auslagern.
